We asked Sofia Machkalyan, head of retail business development department of VTB Bank (Armenia), to answer this question. Here is what she said. 

“A citizen ofRussiacan use his /her VISA or MasterCard international plastic cards issued byRussia’s Sberbank to withdraw cash from the ATMs of Armenian banks. The commission size is determined by the card issuing bank. Armenian banks will not charge additional commission for the  transaction.”
